GVB Board Meeting Highlights Continued Market Recovery and 2026 Outlook

(Tumon, Guam) — The Guam Visitors Bureau (GVB) Board of Directors convened today to review market performance, discuss key tourism trends, and approve strategic initiatives aimed at sustaining Guam’s tourism recovery into 2026. The meeting highlighted significant year-over-year growth in October 2025 arrivals from key markets, and provided in-depth market intelligence that will shape GVB’s forthcoming campaigns.

OCTOBER 2025 ARRIVALS SHOW CONTINUED GROWTH

Guam welcomed 61,792 visitors in October 2025, marking a substantial 16.4% increase compared to October 2024.  Key market performance for the month included:

While Calendar Year-to-Date (CYTD) numbers through October 2025 show mixed results, the trajectory remains positive with significant growth from major source markets and will likely continue to close out the year ahead of 2024.

MARKET INTELLIGENCE POINTS TO STRONG 2026 GROWTH POTENTIAL

The Board was briefed on current market intelligence, projecting favorable conditions for Guam tourism in 2026:

Japanese Travelers

Overseas travel continues its recovery despite the depreciation of the Yen. Data from JTB's Year End-New Year travel forecast (Dec 20, 2025 – Jan 5, 2026) indicates a significant surge in overseas trips, up +31.5%, with Guam listed among the top destinations alongside Hawaii and Europe. The most common trip duration is 3 nights/4 days.

Korean Travelers

Korean travelers are increasingly focused on personalized, experiential-driven trips. Key trends include:

   MZ Traveler Focus: Young travelers, often supported by parental funds, prioritize unique, experience-focused trips, cultural immersion, and nature experiences.

   Increased Travel: Koreans will have 118 days off in 2026 and are increasing their travel budgets, favoring digital tools and frequent short trips.

   Infrastructure Improvement: The rollout of Starlink in-flight WIFI on key Korean Air and Hanjin Group long-haul aircraft (late 2026) is expected to enhance the long-haul travel experience.

Taiwanese Travelers

Taiwanese outbound travel is projected to be strong in 2026, driven by a strong currency and a high appetite for new experiences. The popular segment of group and family "togetherness" travel presents a strong opportunity for Guam. Attractive airfares and convenient transportation, similar to those offered to destinations like Japan, will be crucial.

VISITOR SATISFACTION REMAINS HIGH

Guam continues to be highly rated by visitors, scoring 8.06/10 from South Korea and 8.16/10 from Japan. Top satisfaction categories across both markets include the friendliness of locals and staff, safety & security, and the quality of beaches and accommodations.  Lower ranked categories included Guam’s parks, which Japan visitors scored 4.5 out of 10, for which GVB Management noted the need to continue destination improvement efforts with our fellow agencies.  


MARKETING AND DESTINATION DEVELOPMENT INITIATIVES

GVB highlighted recent and upcoming efforts to capitalize on market trends:

Marketing Successes: Recent initiatives include the Guam International Dance Festival (amplified by influencers from Japan and Korea), the CHamoru Fiesta in Nagoya, the "Warm Resort Guam" Winter Event in Nagoya, and successful collaborations with Naver Pay and GS25 stores in Korea. Furthermore, GVB is strengthening ties with Taiwan through a Tourism Workshop and participation in the 2025 World Indigenous Traditional Games.

Destination Development: Upcoming efforts include a holiday mixer with the Guam Hotel & Restaurant Association (GHRA) and the announcement of the New Year's Eve Fireworks schedule, which is proposed for two locations—Hagatna Bay and Tumon Bay—at 12:00 a.m. on January 1, 2026.

OTHER HIGHLIGHTS

The GVB Board of Directors (BOD) meeting featured several key discussions and approvals.

Recovery Committee Updates and New Attractions:

Mr. Mark Baldyga, Chairman of GVB’s Recovery Committee, outlined the committee's primary goals:  Increasing airline seats, utilizing a HOT bond for destination reinvestment, and developing new attractions. The recent Guam International Dance Festival and the Tumon Night Market were highlighted as successfully integrated new attractions.  GVB management presented solutions for a few reports of concern regarding the Night Market, specifically addressing limited vendor space (waitlists), traffic control, road closure times, and unauthorized parking impacting nearby businesses. The Board members supported GVB management's efforts to assist businesses while ensuring the event's continued success.

Board Ratifications and Approvals:

The GVB Board unanimously ratified and approved several key purchase orders and contracts, including those for the Holiday Illuminations Project, New Year’s Eve and Liberation Fireworks, the Taiwan liaison company, and Guam’s Electronic Declaration Form (EDF) contracts.

Committee Reports and Sponsorship:

During Committee reports, Sports & Events Committee Chairman Mike Sgro recommended supporting sports tourism with a greater presence at events such as  future basketball tournaments featuring the renowned Philippine national team. Separately, representatives from the Marianas Open inquired about the procedure for receiving approved sponsorship funding.  Director Sgro and the GVB Board Chairman advised the Marianas Open representatives to work directly with GVB Management to execute the details and requirements of the sponsorship.

Next Meeting:

The next GVB Board of Directors meeting is tentatively scheduled for January 15, 2026, pending confirmation of the directors’ availability.
